Most of the Top Files are only there because they are so old that they raked up the download count, sometimes even overshadowing much better alternatives. This is why you can see outdated or replaced mods in the top files, because their presence there keeps them in the circulation even after they were discontinued. Top Files are the most downloaded ones, and they are the most downloaded ones because they are in the top files.
